Founded in 1978, a.m. RODRIGUEZ ASSOCIATES inc. (AMR) develops and maintains elegant and well-designed affordable properties with a strong focus on community involvement. The mission is to offer ample opportunities for socialization and continued respect for the dignity of residents, so that each housing community is “More Than Just A Place To Live”. AMR’s portfolio has grown to include 26 properties located throughout Pennsylvania and Ohio, comprising 1,500+ affordable and market rate rental units; as well as commercial spaces and an auditorium.
With a focus on Community Revitalization, AMR works closely with stakeholders and community leaders to best understand their visions for the future. AMR boasts four LEED-certified projects and has begun using Passive House construction methods to further reduce energy consumption and lower utility costs for residents. AMR’s sophisticated designs and a strong focus on green, sustainable construction techniques is what sets them apart from competitors.
Congregate Management Services (CMS) is the management arm of AMR and has extensive experience working with a multitude of populations to sustain and improve residents housing and life choices. CMS has an excellent reputation with project funders, and has been raising the bar in affordable housing for the last 30 years.
Each property is unique, but amenity spaces can include: greenhouses, media rooms, community rooms, libraries, craft rooms, laundry facilities, fitness areas, beauty salons, and outdoor patios. A number of AMR properties also provide service coordination to assist residents with services and socialization so that they can remain in their homes as long as possible.

CONGREGATE MANAGEMENT SERVICES, INC. – CMS Housing
CMS provides highly professional property management services to AMR’s portfolio of 20+ affordable, mixed-income and market rate properties. CMS’s executive and on-site staffs are authorities on state housing and HUD regulations, relating to publicly funded projects, and handle all aspects of financial reporting and property maintenance. It is due to CMS’s efforts that AMR’s properties have excellent curb appeal and high occupancy rates.
